This is most Likely caused by using prefab silt fence or consistently poor attachment to the stakes. Wind and snow should not pull the fabric off extended lengths of silt fence. If your silt fence looks like this, demand that your installer reinstall the product for free. Installations like this put you at risk. Demand better.
